Bio

Fredrick Edward Kitoogo is the Principal of the Uganda Institute of ICT (UICT). Fredrick is a Digital Transformation Trainer and consultant. He formerly served as a Director of Planning, Research, and Development at the National IT Authority (NITA-U) and as the pioneer Head of the ICT Department at the Uganda Judiciary. He currently serves as a member of the Uganda National Expert Taskforce on the Fourth Industrial Revolution. Fredrick is a member of the Makerere University Council and serves as the Chairperson of the ICT Committee of Council. He is the Deputy Chairperson of the Uganda Technology and Management University (UTAMU) Council, a member of the Taskforce developing the Digital Uganda Vision as well as on the task force developing the Digital Agenda for the Education and Sports Sector Fredrick is a holder of a Ph.D. in Computer Science, a Master’s Degree in Computer Science, and a Bachelors of Statistics. Fredrick also possesses cutting-edge professional certifications, Certified in the Governance of Enterprise IT (CGEIT), Project Management Professional (PMP), Data Science, IT Service Management, Public-Private-Partnership CP3P®amongst others. His research interests are multi-disciplinary and they include the applications of artificial intelligence and data science to planning, performance management, monitoring & evaluation, education, justice, law and order, social science, and health. He has published widely in several international journals, book chapters, and presented in international conferences. He also lectures and supervises students pursuing post-graduate studies. He is an external examiner and reviewer of proposals for funding and research papers.
