Bio

Driven by a passion to explore what technology can do to transform lives, and its practical application to solving everyday problems, Vivian provides technical support and guidance on all matters related to ICT infrastructure, systems and services within Government of Uganda. With over 17 years’ experience in taking Government services online, she manages the Uganda Government Tier 3 Cloud Data center, ensuring an up time of 99.98%. The Data Center is a key driver of efficiency and effectiveness for all Government applications thus improving service delivery across Government. Among other responsibilities, Vivian has designed, built and manages the National Backbone Infrastructure (NBI) that spans over 4000km across the country connecting more than 600 Government offices with half the sites at 100% availability. Vivian is a Certified Information Security Systems Professional (CISSP), Cisco Certified Network Associate (CCNA), Cisco Certified Design Associate (CCDA), Microsoft Certified Solutions Expert- Private Cloud (MCSE). She holds a Bachelor of Computer Applications and a Masters in Management of Information Systems. In addition to holding the office of Director Technical Services, Vivian is also the Acting Director Planning, Research & Development. In this role, Vivian oversees the development and implementation of the Information Technology Project Management Methodology for the whole of Government, leading to delivery of IT projects within Budget, Schedule, Scope, with desired quality and risks managed. Overseeing policy research, surveys and analysis on issues (long, medium and short term) relevant to the Social, Economic and Environmental development of the country through Information Technology.
